Off-peak cooling systems don't only shift the demand for power to a different time of day, they create a more stable cooling environment that can deliver the same cooling capacity with less energy consumption. They bring less efficient, dirtier plants on line if they need them and buy energy from other power plants on the grid at premium prices, passing those charges along to their customers. They also expand their facilities when they can't meet current or projected demand. Making the energy grid more efficient by distributing the demand for electricity and reducing energy consumption by running air conditioning at optimal performance reduces greenhouse gas emissions and forestalls the need for more energy plants to handle the load. Air India has three flights for Ukraine this week, out of which the first flight took off from New Delhi’s International airport at 7.30 a.m. Tuesday. The airline operated a Boeing Dreamliner with 254 seats, and the return flight was fully occupied, according to the Ministry of Civil Aviation. Air India has never before operated commercial flights to Ukraine. “Other Indian operators are expected to start their flight services depending on the demand from Ukraine,” a statement from the Ministry of Civil Aviation said. In an advisory, the Indian Embassy in Kiev earlier said the Ukraine International Airlines will operate four flights - one each on February 25, and March 6 and two on February 27. In a statement, the UIA said that two more flights were in the pipeline and that it was working with the Ministry of External Affairs and the DGCA to ensure that “additional flights can be added on an urgent basis”. “We are committed to providing our best support to Indian travellers wanting to return urgently because of the latest advisories. We are assessing the situation daily and doing everything to ensure we prioritise the safety of our passengers,” Sergey Fomenka, executive vice-president for Commerce at UIA said. “It suggests that this is a play for Ukraine,” tweeted Michael Kofman, a senior scientist at CNA, a nonprofit research and analysis organization based in Virginia. In February of that year, masked commandos seized control of key sites on the Ukrainian peninsula of Crimea. After initially denying it, Putin and his officials later admitted these “little green men” were Russian forces. Moscow then annexed Crimea after a referendum widely seen as a sham. Meanwhile, the separatists who control Donetsk and Luhansk are little more than Russian proxies, according to international investigators, independent analysts using open-source intelligence, and Western intelligence assessments. They say the Kremlin has for years propped up these separatists with funds, troops and weapons, such as the Buk missile launcher that shot down Malaysia Airlines Flight 17 in July 2014. Russia has always denied this is the case. Nevertheless, it’s significant that Russia is now overt about its involvement. If Moscow claims that Kyiv is firing upon the region, as it has increasingly alleged in recent days, then it would be effectively accusing it of shooting at Russian forces. There is little evidence Ukraine has done either. Also key was Putin's announcement Tuesday that his recognition of Donetsk and Luhansk extended beyond the separatists' borders and into territory still under Ukrainian control - creating a further territorial clash.
